Accelerating Careers with NYS Workforce Pell

Workforce Pell is an expansion of the federal Pell Grant program that helps eligible students pay for short-term workforce training programs that prepare them for jobs in high-demand industries. In New York State, the Governor reviews and approves eligible training programs to ensure they meet federal requirements and prepare students for careers that align with the state's workforce needs.

New York State will specifically prioritize high-growth, in-demand sectors for review, including Advanced Manufacturing, Artificial Intelligence, Aviation Management and Air Traffic Control, Cybersecurity, Emergency Management, Engineering, Green and Renewable Energy, Nursing and Allied Health Fields, Pathways to Teaching in Shortage Areas (including Early Childhood and Childcare), Supply Chain Management/Logistics and Technology.

Eligibility Requirements

Learn which institutions and programs are eligible for Workforce Pell and the requirements programs must meet.

  • Institutions of higher education must maintain active accreditation, Title IV eligibility under the Higher Education Act, and have no suspension, emergency action, or termination by the U.S. Education Secretary in the preceding 5 years. State approval automatically expires upon the expiration of the institution's Program Participation Agreement (PPA).

    • Must have operated in its current structure for at least 12 months immediately preceding Governor certification.
    • Minimum 70% completion rate within 150% of normal program duration.
    • Minimum 70% job placement rate measured 180 days post-completion.
  • Programs must prepare students for high-skill, high-wage, or in-demand occupations designated in the NYS Workforce Innovation and Opportunity Act (WIOA) Combined State Plan or Perkins V Plan.
