Upstate Revitalization Initiative

The New York Upstate Revitalization Initiative (URI) is part of an overall program aimed at systematically revitalizing the economy of Upstate New York. Modeled after the success of the Buffalo Billion Initiative, the URI is an opportunity for the communities of upstate New York to address the economic challenges of their regions and work together in bringing jobs back upstate. In January of 2015 Governor Cuomo along with other community and business leaders announced the URI program and the partnership between the Regional Economic Development Councils (REDC).

The URI competition focused on seven upstate regions. Three regions, Central New York, Finger Lakes and Southern Tier were named “Best Plan Awardees” in the URI competition and received $500 million each that will be used to fund projects recommended by the REDCs.

In addition, the Capital Region, Mid-Hudson, Mohawk Valley and the North Country each received $50 million to be used to fund recommended projects in those regions.

The Regional Councils were established to transform the State’s approach to economic development to a community-based and performance-driven model.

Public Participation

The REDCs will undertake public participation and region wide consensus building efforts. Information about these activities is contained on the web pages of each region.

Focus on Transformational Changes to the Regional Economy

Applications for URI support from the REDCs will be evaluated on their ability to make transformational and sustainable improvements to the regional economy. The REDCs plan must make a compelling case that the region will be able to increase jobs and private sector investment throughout the region.

Complementing the REDC Awards

The regions that do not receive portions of the Upstate Revitalization Initiative will be considered for the majority of this year’s $750 million in REDC Awards. With fewer regions competing for the majority of these funds, each region will be positioned to receive far more funding than in years past.
