GOVERNOR PATERSON ANNOUNCES ADMINISTRATION OFFICIALS
Governor David A. Paterson today announced the nomination of a number of administration officials.
Joseph B. Crangle has been nominated as a Member of the State Board of Parole. Since 2000, Mr. Crangle has been an Assistant Court Analyst with the New York State Office of Court Administration. In this role, Mr. Crangle is assigned to the Domestic Violence Part of the Buffalo City Court where he monitors defendant’s compliance with court orders. From 1998 to 2000, Mr. Crangle was a Probation Officer with the Genesee County Probation Department, where he oversaw the Pretrial Release Under Supervision program. Mr. Crangle received his BA from Canisius College and his JD from the City University of New York.
Mary Ross has been nominated as a Member of the State Board of Parole. She has been a Staff Attorney with the Legal Aid Society in Queens, New York since 1998. From 1990 to 1995, Ms. Ross was the Executive Director of Providence House, directing this nonprofit corporation that provides transitional and permanent housing for female ex-offenders, homeless women and their children. Ms. Ross was previously the Program Director of Providence House from 1984 to 1990. Ms. Ross was also the Campus Minister at Queens College from 1982 to 1984 and was the Director of Administrative Services at the Diocese of Brooklyn from 1978 to 1982. She received her BA in Education from St. Joseph’s College, her MS in Education from Brooklyn College and her JD from the City University of New York.
Salaries for Members of the Parole Board are set at $101,600. These appointments require Senate confirmation.
Dr. Geraldine M. Chapey has been nominated as a Member of the Workers’ Compensation Board. Dr. Chapey is a tenured, full professor of psychology at Kingsborough Community College of the City University of New York (“KCC/CUNY”). Dr. Chapey has also served as the Director of the Center for Professional Development at KCC/CUNY where she was responsible for the development, implementation and evaluation of academic offerings designed to enhance the educational offerings to constituents from business, education, government, labor and industry.
Dr. Chapey previously served as one of four principal, city wide officers of the Professional Staff Congress-City University of New York (PSC-CUNY). The officers are responsible for establishing personnel policies; negotiating and implementing collective bargaining agreements; financial analyses and planning; authorization of fiscal expenditures and long range financial projections. Dr. Chapey has served as an officer of the Federal Credit Union Board for nine years, including six as Vice President. She is also the founder and Executive Director of Trinity Services, Inc., a community based program designed for youngsters and older citizens in Queens.
Dr. Chapey has been a Member of the New York State Department of Education Advisory Council on Institutional Accreditation; the New York State Office of Mental Health, Board of Visitors at Creedmoor Hospital; and the New York State Department of Labor Advisory Council on Employment and Unemployment Insurance. She received her BA from St. John’s University, her MA from T.C. Columbia University and her doctorate in management and labor relations from Rutgers University.
As a Member of the Workers’ Compensation Board, Dr. Chapey will receive a set salary of $90,800. This appointment requires Senate confirmation.
Elizabeth B. Hubbard has been appointed to the Commission on Judicial Conduct. Ms. Hubbard worked in the area of court reform when she served as Executive Director of the Fund for Modern Courts (where she is still a member of the Board of Directors) and as a member of two gubernatorial judicial screening panels, the State Bar Association’s Committee on Courts and the Community and the American Judicature Society. Ms. Hubbard also worked on improving prison conditions when she served as Chair of the Correctional and Osborne Associations.
Ms. Hubbard served in several positions for the League of Women Voters including President of the League of Women Voters of Huntington and of the New York State League of Women Voters. While serving as Judicial Director of the State League, she was a member of a gubernatorial commission to reform the State court system (the “Dominick Commission”). Ms. Hubbard was founding Chairperson of the Huntington Township Chamber Foundation, a recent President of the Huntington Township Housing Coalition, and a member of her Village Planning Board. Ms. Hubbard graduated from Smith College and earned her M.A. from Johns Hopkins School of Advanced International Studies.
As a Member of the Commission on Judicial Conduct, Ms. Hubbard will not receive a salary.
Jeanique Greene has been nominated as a Member of the State Liquor Authority. Ms. Greene is currently a Senior Court Analyst with the Office of Court Administration focusing on continuing legal education. From 2004 to 2005 Ms. Greene was a Court Representative for the Center for Alternative Sentencing and Employment Services (CASES) in New York City. In that role, she assessed whether criminal defendants were eligible to participate in an alternative to incarceration program and was a liaison to the district attorney’s offices and to defense attorneys. Ms. Greene also appeared before Criminal and Supreme Court Judges. From 1993 to 1999, Ms. Greene was the Legislative Director for then Deputy Minority Leader David A. Paterson. She researched and drafted legislation, resolutions and proclamations, analyzed budget issues and worked with constituents. Ms. Greene received her BS from the John Jay College of Criminal Justice and her JD from Albany Law School of Union University.
As a Member of the State Liquor Authority, Ms. Greene will receive a set salary of $90,800. This appointment requires Senate confirmation.
