STATE OF NEW YORK
EXECUTIVE CHAMBER
Proclamation
Whereas, the Empire State recognizes the inherent capabilities of all people, and understands the importance of ensuring the rights of individuals with disabilities, and has historically sought to protect the liberties of these citizens through the enactment of legislation, such as the New York State Human Rights Law, which represented a milestone in the early advancement of this cause and firmly established New York as a leader and champion of persons with disabilities; and
Whereas, on the national level, a response to the needs of persons with disabilities came on July 26, 1990, when the Americans With Disabilities Act (ADA) was signed into law, and this legislation was hailed as one of the most important steps taken to protect among our nation’s most vulnerable of citizens, as the ADA would guarantee people with disabilities an equal opportunity to participate in every facet of life in their communities; and
Whereas, all persons with disabilities have the right and the responsibility to be active, contributing members of our society – the ADA was enacted to ensure such rights and responsibilities so as to allow for the full inclusion of these individuals in our society; and
Whereas, the enactment of the ADA opened windows of opportunity for people with disabilities – and perhaps more importantly, opened the eyes of our nation to the wants and needs of people who are challenged physically; and
Whereas, the impact of this legislation on our society has been significant and is evidenced in the increased number of persons with disabilities who are productive members of our workforce, who are able to attend school, and who today utilize various modes of transportation with greater convenience and ease – proving that mobility is key to independence; and
Whereas, New York State recognizes the need to further ensure that our policies and practices, support services, and new technologies allow all citizens – those with disabilities as well as those without disabilities – to enjoy the healthiest and highest quality of life with confidence, independence and hope for a brighter future; and
Whereas, as advocates and supporters gather to remember the 19th anniversary of the enactment of this landmark legislation which gives added meaning to the word “freedom” for persons with disabilities, it is fitting that our State sets aside a day to celebrate the contributions and achievements of persons with disabilities to our greater society – in addition, all citizens and communities across New York State are encouraged on this day, and every day, to remember that persons with disabilities are deserving of the same privileges of a life enhanced by personal growth and the promise of opportunity;
Now, Therefore, I, David A. Paterson, Governor of the State of New York, do hereby proclaim July 26, 2009 as
AMERICANS WITH DISABILITIES ACT AWARENESS DAY
in the Empire State.
