EXECUTIVE CHAMBER 
Proclamation


WHEREAS, a vacancy exists in the office of Member of the U.S House of Representatives from the twenty-third Congressional District, including all or parts of Clinton, Essex, Franklin, Fulton, Hamilton, Jefferson, Lewis, Madison, Oneida, Oswego and St. Lawrence counties, caused by the resignation of John McHugh, Member of the Congress from the said District;

NOW, THEREFORE, I, David A. Paterson, Governor of the State of New York, pursuant to Section 42 of the Public Officers Law, do hereby order and proclaim that an election for Member of Congress in the place and for the unexpired term of the said John McHugh, be held in the twenty-third Congressional District on the third day of November, two thousand nine, such election to be conducted in the manner prescribed by law for election of New York State Members of Congress.

GIVEN  under my hand and the Privy Seal of the State this twenty ninth day of September in the year two thousand nine.
