Proclamation
Whereas, the Empire State recognizes the work carried out by capable and efficient government accountability professionals who are dedicated to sound financial management practices and the wise use of public funds and economic resources, and the Association of Government Accountants (AGA) represents a network of 15,000 members in 89 chapters nationally and worldwide employed as public and private sector accountants, auditors, and financial managers; and
Whereas, the AGA New York Capital Chapter is a large and active component of the greater Association, with a network of approximately 550 members representing state, federal, municipal and private sector professionals in the State; and
Whereas, upholding AGA's goals of advancing government accountability, New York Capital Chapter members continue educational efforts that emphasize high standards of conduct, honor and character outlined in its Code of Ethics; and
Whereas, members of the AGA New York Capital Chapter also are making significant advances both in their professional abilities and service to the citizens of New York State by mastering increasingly technical and complex requirements and fulfilling the requisite terms for continued certification and practice; and
Whereas, the Certified Government Financial Manager (CGFM) program of AGA reinforces high standards of professionalism and competency by ensuring that CGFM candidates have appropriate educational and employment history, abide by the AGA's Code of Ethics, and complete a three-part examination requiring expertise in Governmental Environment, Governmental Financial Management and Control, and Governmental Accounting, Financial Reporting and Budgeting, and also requiring CGFM holders to maintain certification by completing at least 80 hours of continuing professional education in government financial management topics or related technical subjects every two years; and
Whereas, it is fitting to applaud the valuable contributions of those working in the government financial management community, as during this monthlong observance we join to recognize the many outstanding individuals who comprise these proud ranks of service and who fulfill their professional responsibilities with a high degree of integrity, efficiency, and accountability to the greater public;
Now, Therefore, I, Eliot Spitzer, Governor of the State of New York, do hereby proclaim March 2008 as Certified Government Financial Manager Month in the Empire State.
