Proclamation
Whereas, the Empire State's strength and success are largely attributable to our public workforce - those men and women who work for the common good of all New Yorkers by ensuring the efficient operation of State services and programs essential to our daily lives and whose continuous commitment to delivering quality services is appreciated; and
Whereas, New York encourages a healthy and productive workforce by helping State employees with problems affecting their work or their family life - such as marital, parenting, mental health, medical, financial, legal, and alcohol or other drug-related problems - which can be resolved with timely and appropriate assistance; and
Whereas, the New York State Employee Assistance Program, with the support of both labor and management, has been a professional and confidential source of help for State employees and their families for more than twenty-four years and provides helpful information, problem assessment, referral to community resources, and wellness programs to help employees resolve their problems; and
Whereas, all employees of New York State and their family members, have access to, and reasonable opportunity to receive the free, confidential services of the New York State Employee Assistance Program that has functioned successfully within each department, division, agency, board, commission, or other entity carrying out its purpose; and
Whereas, New York supports and promotes EAPs as a means of strengthening its public and private workforce and the New York State Employee Assistance Program (NYSEAP), through its EAP Coordinators and labor/management committees, provides confidential information and referral services, education and wellness programs, training for supervisors and labor representatives, and other related services for New York State agencies, employees and their families; and
Whereas, the services provided by the New York State Employee Assistance Program can be effective in helping employees resolve the personal and work-related problems that may be affecting their work, balance the competing demands of their personal and professional lives, and concentrate more fully and completely on achieving excellence in the provision of services to the people of New York State, and all New Yorkers join with the NYSEAP to applaud EAP professionals, credentialed alcoholism and substance abuse counselors, and other EAP Coordinators who are instrumental in strengthening the well-being of people and the organizations in which they work;
Now, Therefore, I, Eliot Spitzer, Governor of the State of New York, do hereby proclaim November 2007 as EAP Month in the Empire State.
