Proclamation

Whereas, throughout its history, the Empire State has welcomed people from around the world of every national and ethnic background, and all New Yorkers appreciate the contributions made by citizens of Puerto Rican ancestry whose members share the honored values and traditions of their homeland, and uphold the principles of freedom and democracy that are fundamental to life in America; and

Whereas, 2007 marks the twenty-first anniversary of the celebration of Puerto Rican Heritage Month in America and New York State especially recognizes the positive impact that the Puerto Rican community has had upon the social, cultural and economic development of this State and Nation; and

Whereas, members of the Puerto Rican community demonstrate a strong work ethic and tremendous perseverance that have enabled them to realize many accomplishments and find continued success, and such diligence has enabled them to improve their lives and communities, making our State a better place for all to live; and

Whereas, during this month-long observance of Puerto Rican Heritage Month, the proud members of our State’s Puerto Rican communities will celebrate their growing role within our State and Nation, and in doing so, they help reinforce the Empire State’s reputation as a cultural capital of the world by inviting New Yorkers to experience the history, customs and goodwill of our many communities; and

Whereas, it is fitting that New Yorkers of all backgrounds join in this wonderful expression of pride in culture and acknowledge the contributions our Puerto Rican friends, neighbors and community leaders have made and continue to make in many areas of life in this great State and Nation;

Now, Therefore, I, Eliot Spitzer, Governor of the State of New York, do hereby proclaim November 2007 as Puerto Rican Heritage Month in the Empire State.

G i v e n under my hand and the Privy Seal of the State at the Capitol in the City of Albany this fourth day of October in the year two thousand seven.
